Public Notice – Brownfield Remediation Grant Application

 

Who – Mullica Township is in the process of pursuing funds through the USEPA’s Brownfields Program to remediate the Former Joseph Perona Scrapyard Facility.

What – USEPA’s Brownfields Program helps communities assess, clean up, and reuse contaminated or underutilized properties by providing funding, technical assistance, and guidance to protect public health, spur redevelopment, and revitalize neighborhoods.

Where – The Former Joseph Perona Scrapyard is a long-blighted property in Mullica Township impacted by historic scrap processing, waste disposal, and a tire fire, resulting in contaminated soils and debris that pose environmental and public health concerns.  Property address: 1801 Columbia Road, Mullica Township, New Jersey 08217 (Block 2401, Lot 10).

When – A grant application will be submitted by January 28, 2026. A public meeting to be held on January 8, 2026 (more info below).

Why – The remediation of this proposed Brownfield site will provide Mullica Township the opportunity to redevelop the property to meet community needs through several potential avenues. These possibilities include the protection of open space, creation of recreational resources, and installation of energy efficient infrastructure.

A public meeting on the draft application and ABCA will take place on January 8th, 2026 at the Elwood School, 500 Elwood Road, Elwood NJ 08217 at 7:00 PM.

 

A copy of the draft EPA Brownfield application, including the Analysis of Brownfields Cleanup Alternatives (ABCA), is available upon request for public review and comment, and will be posted online on January 8, 2026.

Mullica Township Employment Opportunity

The Township of Mullica is seeking a part-time Zoning & Code Enforcement Official to
review building code permit applications for zoning compliance with municipal zoning
ordinances. Examine site plans, permit applications, Planning Board submissions. Prepare
clear, comprehensive reports outlining findings, conclusions, and recommendations.
Investigate zoning and property maintenance code violations and take appropriate
enforcement actions, including issuing notices. Provide accurate written and verbal zoning
guidance to applicants, municipal officials, and the public. The Zoning & Code
Enforcement Officer works closely with the Planning Board Secretary and Construction
Official.

Requirements/Qualifications: Minimum 3 years experience. Strong working knowledge of
zoning regulations, municipal ordinances, and property maintenance codes. Ability to
interpret and analyze the zoning ordinance for compliance with zoning permit applications
and requests. Ability to prepare clear, sound, accurate, and informative reports containing
finding, conclusions, and recommendations. Excellent written and verbal communication
skills. Strong interpersonal skills to effectively engage with staff, residents, and
professionals. Valid NJ driver’s license is mandatory.

ADVERTISEMENT – REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL SERVICES

TOWNSHIP OF MULLICA REQUEST FOR PROPOSALS FOR 2026 PROFESSIONAL SERVICES PURSUANT TO THE
FAIR AND OPEN PROCESS IN ACCORDANCE WITH N.J.S.A. 19:44A-20.5 et. seq.

Notice is hereby given that sealed proposals will be received by the Township of Mullica, Atlantic County,
State of New Jersey, at its offices located at 4528 S White Horse Pike, PO Box 317, Elwood, NJ 08217, on or
before Friday, November 28, 2025 at 10:00am, prevailing time, for the following:

The purpose of this Request for Proposals is to solicit interest from qualified firms and/or individuals to
provide professional services for the Township of Mullica for the term commencing January 1, 2026 to
December 31, 2026. A qualified firm and/or individual will be selected through a competitive, quality-based,
fair and open process at the sole discretion of Township Committee. RFP documentation can be requested
from the Municipal Clerk Monday-Friday, 8:30 am-4:00 pm. Specifications are also available on the
Township’s website: www.mullicatownship.org. Sealed proposals, clearly indicating on the envelope
Request for Proposal and the position being applied for shall be submitted to the Municipal Clerk on or
before the beforementioned date, time, and location at which time all proposals will be publicly opened.

It is recommended that each proposal package be hand-delivered. The Township assumes no responsibility
for delays in any form of carrier, mail, or delivery service causing the proposal to be received after the above listed due date and time. Any proposals received after said opening, whether by mail or otherwise, will be
deemed non-responsive. No proposals will be accepted after the date set forth above. The Township
reserves the right to reject any and all proposals, in whole or in part, and to waive any immaterial defect or
informality in any proposal as may be permitted by law.
