In New Jersey, a Humane Law Enforcement Officer (HLEO) department is responsible for enforcing the state’s animal cruelty and welfare laws. These officers investigate reports of animal abuse, neglect, hoarding, and illegal animal fighting, ensuring that animals are treated humanely and in accordance with state statutes such as Title 4. HLEOs have full law enforcement authority to issue summonses, make arrests, and work closely with local police departments, animal control officers, and shelters to rescue animals in distress and pursue criminal charges when necessary. Their mission is to protect animals from cruelty while promoting responsible ownership and education about animal welfare throughout their communities.
